Summary/Abstract: Entrepreneurs are the engine of growth and a key source of jobs. Entrepreneurship is a way of thinking, to find motivation and act under the impulse to exploit opportunity in a holistic approach and a balanced leadership. An entrepreneurial culture refers to a system of shared values, beliefs and norms of members of an organization, including valuing creativity and tolerance of creative people, believing that innovating and seizing market opportunities are appropriate behaviours to deal with problems of survival and prosperity, environmental uncertainty, competitors, threats and expecting organizational members to behave accordingly. Entrepreneurial education at all levels can be a vehicle of change. Entrepreneurial skills have been identified as desirable any European citizen regardless of training available as part of cultural enhancement (individual level), social and economic (in the community/region).This paper brings forward the cultural dimensions of Hofstede's model and specific features Romanian entrepreneurs and entrepreneurial environment revealed by the latest studies in the field of public or private institutions.
