Summary/Abstract: Since the war the public organization of services and institutions concerned with the care and welfare of children has gone through several changes. In the main it has followed the general lines of socio-economic development, but it has not kept abreast of needs and has been gradually falling behind, especially in underdeveloped areas. As a result of failure to deal with current problems on a broad basis, the development of child care along the principles of solidarity and self-management has slowed down and the view has continued to prevail that child care is the exclusive concern of government agencies. Thus because of the problems inherited from the past and those created by the fast post-war urbanization and socio-economic development of the country, and because of the insufficient number of child care institutions and lack of specialized personnel, public concern for the welfare of children has remained mainly confined to curative rather than preventive measures. The situation has to some extent been aggravated by lack of a clear conception regarding certain questions of principle.
