Summary/Abstract: There have been two characteristic periods in the formation and differentiation of personal incomes since the war. The transition from one to the other was gradual, but 1956 can be taken as marking the end of the first and the beginning of the second period. Material conditions and the institutional solutions that grew out of them and determined personal income policy during these periods differ considerably.
