So, the first three terms of the assembly is extremely significant. During the second term, Ahmet Hilmi Bey (Kalaç), Sabit Bey (Gözügeçgel), Dr. Halit Mazhar Bey (Karakaya), Nuh Naci Bey (Yazgan), Ahmet Zeki Bey (Karakimseliler) became its members. This study tries to exhibit vision of Ahmet Hilmi Bey, who served in the first (1920-1923) and second (1923-1927) terms of the TBMM, on providing a just administration, by referring to his political activities. He argued that the country should be governed in a fair manner; he made speeches about prevention of corruptions. He opposed some taxes by referring to the very poor situation of people, who remained helpless in paying those taxes. He stated in his speeches that official tasks should have been given to persons who were honest in their attitudes, and who did not neglect their responsibilities.
