Summary/Abstract: Managerial control is a key factor in achieving goals of an organisation. Although the use of managerial control in public universities in Poland is at the initial stage, they already face very serious strategic problems. The dynamic development of universities in Poland was based on the extensive growth, while the quality of the high education system remained low. Therefore it is clear that the most important strategic aim for this system should be to improve quality in all areas of its functioning. In order to achieve this goal it is necessary that universities form strategies, as well as execute, test and adapt them effectively. In other words, Polish universities need managerial control. A good answer to this need seems to be a complex management system based on Balanced Scorecard.
