Summary/Abstract: The ability to express the Parliament’ disapproval of the activities of the government,which entails the resignation of the government or shortening of the parliamentary term of office is the kernel of the parliamentary system. The parliamentary disapproval of the government can be expressed in one of two ways: by adopting the vote of no confidence or denying the vote of confidence. At the origin of these solutions in the parliamentary system of the eighteenth-century Britain, these procedures were not formalized. Also, the continental European constitutions of nineteenth-century (the constitutions of constitutional monarchies or republics) were limited to the general formula of the account ability of ministers. A notable exception was the formalization and stiffening of the procedure for adopting a vote of no confidence in the Polish Constitution of 3 May 1791. However, the formalization of these two common procedures started in the constitutions enacted after the First World War. The article discusses the evolution of this issue, from the interwar period to the present. The Author presents the solutions adopted in several constitutions,some of which may actually contribute to the stabilization of the political situation, while others are the expression of one of the many restrictions on the position of a parliament,occurring in non-democratic regimes.
