Modern institutional inadequacy from the perspective of Polish development challenges

Summary/Abstract: The discourse of this article is based on the assumption that institutional adjustments should be tested throughout the integrated development. The author distinguishes the eight areas, namely: economic, political, social, nature and biology, spiritual, human capital, technology and consumption. From this research perspective, it is not enough to subordinate institutional reforms to the liberal postulate of the rule of law. To prove this thesis a critical analysis of the debate between famous representatives of the new institutional economics around the concept of the rule of law of F. von Hayek was made. This discourse references to the challenges and risks of globalization of liberalization and the dissemination of information and communication technologies, the marginalization of the family and moral relativism. These processes prevents the inclusive institutionalization oriented at integrated development. It was also agreed that to overcome the pursuit of rent seeking, ignorance of rational voters and asymmetry of information, that spoil the rule of law, it may be helpful to understand the limitations of a logic of the language that refers to reductionism, individualism and mechanistic perception of rules of thought and activity of people, which makes it easier to manipulate the facts and human emotional limitations. Development of human capital, which has the characteristics of a public good may help to counteract these problems.
