Summary/Abstract: The dynamic development of the overall social relations in the 19th and 20th century led to the mass production of registry materials. In order to avoid its accumulation, creators have paid more attention excretion worthless registry material than the preservation of archives. Most attention devoted the operative structure. Because of this and many other reasons, large amounts of material are destroyed and dislocated (before migration, dissolution, reorganization, etc.), But are in the archives taken over only parts of the funding of such holders. This fragmentation of funding brings with it a number of other problems in the archival processing. It is especially characteristic that the structure of public administration, which is important for the political, social, economic and cultural life of the area in which the body worked, due in archives as incomplete. This greatly reduces the significance of these funds and archives themselves, a significant impact on the satisfaction of the rights of individuals and legal entities.
