Policies towards Child Migrants in Turkish Public Administration

Summary/Abstract: In modern times, migration phenomenon has a unique character due to the mobility of capital, people, services, and the coercive conditions such as wars and crises. By being passive actors who are obliged to act without their own will, children are the most fragile group among the migrants. From this aspect, issues related to migrant children should be approached with meticulous attention. In this paper, starting from the late Ottoman era, public policies in Turkish Public Administration towards the migrant children are analysed. Policy planning and policy implementation processes are examined with regard to institutions, actors, and ideas. This paper aims to evaluate how the policies towards migrant children are evolved. It also provides policy recommendations and raises awareness about migrant children.
