Summary/Abstract: Conveying a comparative approach, with both cultural and technical elements, of earthquake management in Japan and Romania, this paper engages in channeling the existing global discussion around this natural disaster towards an understanding of discrepancies. Based on the available literature on social and technical dynamics of earthquakes, as well as on our own surveys and fieldwork experiences on earthquake representation and education carried out from 2012 in Romania and Japan, we argue that, whereas safe infrastructure represents an important financial effort for a developing country, education could be easily improved.
