THE LOCAL COMMUNITY AS AN EXAMPLE OF KALISZ

Summary/Abstract: Local government is of great importance in the system of public entities of the Third Republic. Its units receive a grant of right public tasks of an administrative nature. They do it in their own name and on its own responsibility. This feature, along with other types of independence competence, political, financial qualifies the community local or regional. These study is an attempt to present a theoretical framework of the local community, based on the current state of the law, and then immersing them in a particular social space. For this purpose, describes the practice of performing certain public functions by the city Kalisz. Making the most important decisions that result in changes in the economic sphere took place without the participation of the local community. Legal their empowerment proved to be a fiction.
