International Cooperation of Local Government Units

Summary/Abstract: The article is devoted to such issues as the cooperation of the government, the Ministry of Foreign Affairs and the Ministry of Internal Affairs with Polish local government units in relation to the international activity of these units. The provisions of the Constitution, the European Charter of Local Self-Government, the Madrid Convention (European Outline Convention on Transfrontier Co-operation between Territorial Communities or Authorities) and the Act of 2008 on a European grouping of territorial cooperation were the point of reference. The analysis includes - in this field – the relevant legislation on the municipal, county and provincial self-government and on the conditions of joining international associations of local and regional societies by local government units, as well as on the Joint Commission of Central Government and Local Government. The Author also presents in detail the international cooperation of Pomeranian province on the basis of the relevant documents - the priorities of the international cooperation of the province, the development strategy of the Pomeranian Voivodship until 2020, as well as the prospects arising from the Law on metropolitan associations.
