The Measures of Employment Protection Legislation – a Comparative Analysis

Summary/Abstract: The aim of the article was to compare commonly used measures of the employment protectionlegislation. The study was conducted for the indicators published by the OECD, the HeritageFoundation, the Fraser Institute and the World Economic Forum. The results obtained forthe OECD countries indicate that different methodological assumptions adopted during theconstruction of these indicators have led to the low level of correlation among them (in manycases even less than 0.5). Moreover, the conducted econometric analysis has indicated that theresults concerning the influence of employment protection legislation on the elasticity betweenGDP dynamics and the level of employment depend on the chosen measure of employmentprotection. In consequence, the analysed employment protection indicators should not be regardedas close substitutes.
