Summary/Abstract: This paper identifies barriers to the computerization of Eastern Polish. The research topic is related to the implementation of one of the largest projects undertaken within the EU financial perspective 2007–2013 „Polish Broadband network in Eastern Europe”.The construction of technical infrastructure in terms of access to the Internet, and in particular the construction of a broadband network is not the only major issue in the computerization of Eastern Poland. The analysis presented in the article indicates the presence of dissonance between the real technical and organizational needs in the given period. It turns out that within the framework of general activities related to computerization, both a duplication of the implemented technical solutions, as well as the creation of low quality electronic services occurred, thus making them ultimately useless.A separate issue in the identification of barriers to the computerization process is the social dimension of ICT competence, which should be compatible with the infrastructure created. The use of social capital in the creation of an innovative economy requires firstly, access to modern tools incorporated into the teleinformation network. The analysis presented in the pages of this article is restrict-ed to the identification of barriers in the development of ICT infrastructure and e-services. The results of these studies indicate the existence of a number of barriers, most of which, however, have a systemic character beyond borders of Eastern Poland.
