Summary/Abstract: In order to understand the role of universities in the development of society and the state it is necessary to observe them within the social, civilizational and economic context, taking into account the state structure. Development of the universities and higher education in general is not possible without the acceptance of international influence and globalization in the context of the Europeanization of higher education in BiH contained in the Bologna concept. Its focus is knowledge-based society, economic development and social cohesion. The role of universities is linked to the understanding of the essence of higher education and its role in the society. The traditional concept of universities and education, aimed at creating a society and the state of prosperity and social wellbeing, is opposed to the modern understanding of knowledge as a private good and the entrepreneurial orientation of universities. Consequently, there is a dilemma related to the funding of higher education - is it a cost or an investment? Given the limited budget resources and irregular tranches - grants, the massification of higher education, non-integrated universities and even political influence, the goal is to achieve stability and security of funding sources and provide the necessary flexibility of the system to achieve European standards of excellence. Models based on indicators of effectiveness, measurable input and output factors of success along with the development of quality monitoring, accreditation and certification systems represent a possible solution to achieve European standards in higher education. The aim of this paper is to present many problems in the financing of universities in Bosnia and Herzegovina and to propose possible system solutions taking into account European trends and experiences of countries in the region. 15
