Summary/Abstract: Human rights discourse which being come up to agenda of international communities in several periods of history, quite often being neglected at the same time, mainly had found a place in history in the middle of XX century, on condition that will never be off the agenda again. Human rights have been a main subject of international law and criteria of status of legitimacy for almost all countries and states, at the same time. Also, revolutionary developments in information technology and in communication technology forced rulers to open national-territorial borders and things to the international check and control and supervisory. These are mainsprings which forced states to set in order themselves in respect of human rights. In parallel with these developments in the society, rising human rights consciousness has forced legal system to make up related human rights mechanisms in order to maintain human rights. In addition to judicial protectoral arrangements, governmental and non-governmental initiatives have held important place in these protectoral view. Although official human rights organizations of Turkey try to reflect an effort which must be coequal with modern and developed countries’ ombudsman ship institutions, it does not reach their degree of effort related to human rights. On speculation of its low-intensity in functionality and dissuasiveness, these organizations’ effort to maintain and fulfill a desired national human rights organization which will perform in accordance with Paris Principles is an important step for human rights subject in Turkey.
