Summary/Abstract: The low quality of life in Polish cities results from a multitude of problems in urban areas. These problems are specifically addressed in local Strategies for Solving Social Problems, which are aimed at helping people who are socially handicapped and threatened with marginalization or exclusion. A beneficial solution would seem to be local participatory budgeting programmes, but the 2015 editions of such programmes show that the winning projects were not aimed at those groups which need support (the elderly, dysfunctional people) or those in danger of being marginalized. These groups are in fact excluded from most participatory budgets. This paper draws its conclusions from participatory budgeting programmes in Warsaw, Krakow, Lublin and Zielona Góra
