Vocational development centres and sheltered workshops as employers of handicapped persons in Poland

Summary/Abstract: Enterprises from the protected labor market are still the main places of work of persons with disabilities in Poland. Evident gradual collapse of this market has been seen for some years. The sharp decline in the number of sheltered workshops and a decline of employment of the most severely disabled in these enterprises gradually worsen the situation of these people. A growing sector of vocational development centres will not be able to fill a gap on the protected labor market. The main cause of deterioration situation on the protected labor market is the increasing competitiveness of employers from the open labour market. Employers in the open labor market receive a similar amount of grant to salaries, and do not offer suitable conditions for rehabilitation of people with hardest disabilities. The article attempts to identify the role of vocational development centres and sheltered workshops in the vocational and social rehabilitation of persons with disabilities in Poland.
