Summary/Abstract: The paper deals with the problem of optimal applicability of cost-benefit methodology in the assessment of infrastructure investments. Firstly the concept of CBA is discussed and its use in Europe as a key appraisal method. Then the general design of cost and benefit method is given. The main part of the article addresses CBA methodology deficiencies. A number of critical areas in CBA has been discussed especially in regard to poor representation of certain economic values, choice of key indicators and use of unadequate data. Cash flows used for CBA assessments are analysed in detail as well as factors having negative impact on socio-economic variables used in appraisals. This leads to the conclusion on challenges in optimising the method in order to better assess infrastructure investments.
