Summary/Abstract: The definition of the house and housing has been evaluating over the years. The only thing that has not changed is that human beings still look for a place that would satisfy their basic housing needs. The role of the State, local and regional authorities, which help the citizens in purchasing the houses, in order to meet the housing needs, is precious. The Basic duty come from art.75 part. 1 RP Constitution from 2 April 1997. In January 2014 the government created a new programme in order to solve the housing problems of young people - "Place to Live for Young". The principal objective of the programme is drafting support in buying a first house. Program "Place to Live for Young " is implemented by the "Bank Gospodarstwa Krajowego" in cooperation with the Ministry of Infrastructure and Development and crediting institutions. It consist of providing an assistance from the State budget contribution of young people who are investing in their first own apartment. What is more the people who begin to build their own flat or a house will be able to partially receive VAT on the buildings materials. Programme " Place to Live for Young " as a way of meeting the housing needs by the State has its advantages and disadvantages and is subject to constant changes as result of demands above the beneficiaries of the program and the developers.
