Summary/Abstract: In this study the concept of human security is examined. Complex global problems necessitate multidimensional, multilateral approaches since unilateral military security policies remain inefficient in resolution of interconnected security problems. The transformation of security environment through broadening of issue areas and increasing interdependency necessitates search for a an alternative paradigm that has the explanatory capacity. In this framework, security conceptualizations place human as the referent object in security understanding and explain those issues concerning human security. Not only states but also the responsibility of international community in protection of individual is underlined under the issue of Responsibility to Protect. While conceptualization of human security is indicating a normative transformation on the one hand, the state policies -especially in crisis situations - prove controversial on effective operational implementation of the concept on the other hand.
