Summary/Abstract: Public working system also differentiated with The 1982 Constitution as in all fields in Turkey. The situation has became inextricable for growing institutions in time, increasing population and improving sectors even if Meetings of the Parliamentary Commissions, expert’s surveys has been trying to solve the conflicts of study system. Even if this confusion seems to ensure the continuity of public works, the solution of the problem is important for the peace work and the continuation of public order. Even though as regional the controversial conditions are sorted out by court, this situation has remained personal, it did not go beyond. The opinion of the public employees gathering in one place became the most important political promise of last years and therefore it became a hope for the public employees who works in the public and especially are in the worker status.
