Summary/Abstract: The right of Health is a Human Rights issue. Health through the humanrights’ lenses makes the case of the right of people to seek and obtainhealth care and treatment and the obligation of the state to deliver it. Thisright is regulated with international covenants, agreements and nationallegislation. Exercising this right should be simple, effortless and financiallyaccessible. But, that is not always the case.Discrimination, denying access to health care, slow action of the Ministryof Health and the Health Insurance Fund regarding inquires, complaintsand appeals, some difficulties in exercising the rights to compulsory healthinsurance, issues with minorities, in particular the Roma community andmany more issues are arising in everyday practice.The best way to deal with the challenge of resolving these issues is toimprove the protection of health as a human right through implementationof penalties for doctors and/or institutions that violate this right, to improvethe medical procedures and to reduce the waiting timeline for resolvingpatients’ situations, to respect the international instruments and nationallaws which are regulating the right to Health. Together we should provideprotection for this compulsory right, and make the exercising of this rightas easy and effortless as possible. Every citizen has the right to health andhealth care, and everyone should respect it by providing better access tothis right.
