Summary/Abstract: Primarily, states are obligated to obey the international law during their relationship with other international actors. In other words, international politics has to be practiced by the ministries of foreign affairs, diplomats, state leaders, government officials and the other actors in the frame of peace and diplomatic instruments. On the other hand, still states might have tendency to use the international terrorism as an illegal foreign policy tool. Correlatively, between 1973-1985 Armenian terrorist organization ASALA had chosen the same way and carried out many assasinations to Turkish diplomats and to their families.
