The evaluation of sustainable development in the system of counties in Poland from the pressure – state – response perspective. Example of unemployment – poverty – economic activity

Summary/Abstract: The implementation of development strategies, projects or programmes requires developing tools useful in measuring and evaluating the actions planned within their framework as well as the achieved results. The article presents the analysis and evaluation of the situation in Polish counties, in the period 2011–2013, in terms of sustainable development monitoring in the areas of poverty, unemployment and also the activities counteracting these phenomena. Modern regional (local) policy has to be of an integrated nature. The presented analysis covered the phenomena linked by the relationship in accordance with the rule “from a problem to its solution” (pressure – state – response). The cause-effect approach and the application of diverse statistical tools (linear ordering methods, impact analysis, spatial statistics or dynamics measures) allowed for the comprehensive evaluation of the studied phenomena, as well as the identification of problem areas.
