Summary/Abstract: The objective of this article is to present and analyze the achievements of Luther H. Gulick III (1892–1993), who contributed to the development trend of public administration in the 20s of the twentieth century. L. H. Gulick significantly influenced the public governance by adapting the principles of business management to public administration. The text presents the biography of this person and discusses his output covering various topics. Gulick’s main research themes were: own classification of management functions known as POSDCORB, division of work and coordination, span of control and the role of scientific management in public administration. The article concludes with a statement about the relevance of issues with which L. H. Gulick has dealt.
