Summary/Abstract: One of the greatest obstacles during realization of the first Five Years Plan proved to be fluctuation of labor, that was hard to contain. This was especially evident in mining, wood industry, forestry and construction, and basic reasons for its existence are: rural character of new workers; inadequate care for workers that often did not have basic necessities provided, like food, footware, living space, set wage, iregularities in the reward system that is not respecting regulations; emmigration of workers from Bosnia and Herzegovina, etc. Consequences were numerous: workers often changed their companies, or economic branches or they left the job and went back home. Therefore the fluctuation had a direct effect on the transformation of Bosnian­Herzegovian society from agrarian to industrial in the first years after World War II.
