Summary/Abstract: This article discusses the priority directions of the Russian zemstvo’s activities during the fifty years of its existence. Among them are, first and foremost, health, education, development of peasant farming and local communications (roads and telephony). The author pays special attention to the appearance of new guidelines in local authorities’ work in the period under consideration.
