Turnout treshold in local referendums in Poland

Summary/Abstract: This article discusses selected problems posed by the turnout thresholds in local referendums in Poland. The author notes that the majority of local referendums fail to meet turnout treshold. He discusses ramifications of this situation, particularly distrust in democratic procedures (for instance, when overwhelming majority of voters wants to recall a mayor, but voting is invalid due to a turnout below the threshold) and gives some recommendations on how to improve the regulation.
