Summary/Abstract: The paper analyses the extent to which Soviet economic policy influenced the entrepreneurship of seamen in Klaipėda and the main characteristics of the Soviet economic policy. On the basis of given cases of smuggling and speculation, the study analyses how these illegal cases helped to satisfy the needs of the Soviet society.
