Summary/Abstract: In terms of its Russia strategy, the European Union finds itself in a deadlock. Given the situation in Ukraine, the EU cannot co-operate with Russia as usual but it does not really have the tools to change its policies. Sanctions which are supposed to influencet he Russian economy will only be seen as a pretext inside Russia to wage a battle against foreign influences at home.
