Summary/Abstract: Civil servant activity has no corespondent in other professional areas (except priesthood), this meaning that society expects that civil servants to act with unflinched integrity, absolute impartiality and total devotion to the public interest and to the state as well. This is the foundation and the basic principle on which were consolidated the standards and pre-requisites refering to the civil servants activity. ut integrity or ethical behaviour do not refer only at not having a corrupt and fraudulent behaviour. Integrity is more a quality or a behaviour characteristic of an individual or of an organisation that proves the quality to act according to moral values, standards and rules accepted by the involved members and factors of the organisation. And so, a crucial aspect of an organisation integrity is the absence of corruption and fraud, and one of the general accepted forms refering to an organisation behaviour and to the process of taking the decisions in the public area is that personal interest should not interfere with public and managerial responsabilities. In this context, the civil servants are corrupt when they damage the managerial and/or public interests in the purpose of obtaining personal benefits.
