Summary/Abstract: Culture of organisations appeared due to the challenges they had to face. It represents the sum of elements that permit the organisation members to live, communicate and work together. Consequently it is a rellity that can not be avoided without risks or modified without creating problems. The organisations that succeded e.g. in Japan or Germany, are those which developen their culture. An organisational culture has to be not distroyed without cautions but it is to be led towords changes. There are also exceptions – deep crises when stronger interventios are needed. To change an administrative structure real actions are necessary, not only words about changing scale of values. These mean stategic, structural, and proceeding changes that assure evolution. Strategic management of employing and of compenetce is organized based on a strategig plan of the organisation It involves the clark as regards its own professional development projects and his administrative leaders as regards the applied management practices.
