European statistical reporting model for environmental protection expenditure and its use in Poland

Summary/Abstract: The paper treats about the problem of statistical reporting on the environmental costs incurred by different entities of the national economy in Poland. In connection with the new EU regulations, Member States are required to prepare reports in this respect. As part of the pilot work Central Statistical Office prepared a calculation on environmental protection expenditure in Poland for the years 2010-2013. The purpose of this paper is to present its methodological assumptions and presentation and evaluation of its results. These results were presented and analyzed in different layouts: according to the types of production (market, secondary, non-market), entities (public sector, business sector, the environmental protection services’ sector) and the fields of environmental protection (wastewater, waste management, other fields). The results of the statement of environmental protection expenditure were evaluated through the analysis of various metrics over time and the relationship between them. Environmental protection expenditure in the national economy as a whole totals to less than 30 billion Polish zlotys. The majority of it concerns the market production of environmental services and falls on the public sector. In terms of fields of environmental protection the highest expenditures are on waste management and waste management (about 40% of the total).
