What Makes the Difference between the Worst and the Best EU Council Presidency? Approaches to Evaluation of the EU Council Presidency

Summary/Abstract: The evaluation of the EU presidency attracts a lot of attention in public discourse. The current scholarship offers study of several presidency aspects including the leadership role, administrative tasks, bargaining capabilities or enforcement of national interests but it does not provide a single framework for evaluation. Moreover, the domestic political situation in Member States holding the presidency has been elaborated only indirectly. The majority of expectations towards new Member States in the presidency office have been focused on their managerial and administrative capacities. But the Czech Republic’s fall of government especially pointed out the need to take politics back into discourse. The following article offers an insight into current scholarship on EU presidencies with the aim of giving some suggestions of how to evaluate the presidency correctly.
