IRAN'S POLICY: STILL NO BREAKTHROUGH IN ITS RELATIONS WITH THE WEST

Summary/Abstract: Hassan Rouhani’s victory in the nationwide elections in June 2013 raised highhopes both in Iran and internationally. Many believed that Rouhani’s success wouldlead to a breakthrough in relations between Iran and the world, and introduce economic,political, and social reforms. In terms of foreign policy Hassan Rouhani –even before his presidential election – announced a few general priorities. First ofall, he announced a desire for a rapprochement in relations with the Arab monarchiesof the Persian Gulf. The second foreign policy goal was to solve the nuclearcrisis. The third goal, strictly associated with the second, was to reduce and lift internationalsanctions imposed on Iran. In 2014, however, Iran failed to accomplishany of those goals.The paper focuses on several areas of Iran’s foreign policy in 2014. It begins witha presentation and analysis of the Middle Eastern dimension of Iranian activities,including Iran’s involvement in the fight with the Islamic State, a failed attempt ofPresident Rouhani to warm relations with the Arab states from the Persian Gulf, particularlySaudi Arabia, as well as Tehran’s alleged involvement in the current civilwar in Yemen. Other elements of this paper present Iran’s 2014 policy towards Iraq,Syria, Palestine and Israel, as well as an increasing scale of hostility in the borderzonewith Pakistan and Afghanistan. Finally, the paper analyzes an attempt for a diplomaticrapprochement with the United States and international negotiations overIran’s controversial nuclear programme.
