The role of independent administrative authorities in the democratic transition process

Summary/Abstract: Agencies appeared in the United States and then spread quickly to all other parts of the world. In the process, they managed to change not only the way in which public administration functioned, but also the very concept of agency. The intersection of this development with the democratic transitions produced an unexpected result: agencies have turned in forums meant to defend the values that unite individuals in polities.
