Summary/Abstract: Decision on what position will have the Federal President within the system of the highest state bodies of the Federal Republic of Germany and who will take decision on filling this position took place in Parliamentary Board which prepared and in the year 1949 also approved the text of the Basic Law of the Federal Republic of Germany. In its article 54 it is laid down that the Federal President is elected without debate by the Federal Convention, special election body which consists of the House of Representatives (Bundestag) and equal number of the States (Länder) according to the principles of proportional representation. Present Federal President Horst Köhler was elected on 23rd of May 2004. Article analyses how the political parties looked for suitable candidates for the post as well as composition and own procedure of negotiations in the history of the already 12th Federal Convention.
