Educational institutions have not enough material resources for IL improvement. Teachers are free on their decision to use or not to use IT in the study process. IL requirements for teachers and librarians are not defined yet. IT specialists are not involved in IL improvement procedures. Improvement of IL is not included in the study programmes.
