Summary/Abstract: In the context of creating a single market, Europe is trying to harmonize the concept of public service and public service management model and to align infrastructure and public services at unique standard. Our paper proposes introspection on the complex theme of public-private partnership, trying to explain the necessity to have qualitative public services. It is rooted idea that the public sector is responsible for delivering basic services, but this may change especially in the context of the public wishing to exploit the advantages offered by the private sector. Recourse to the private sector is increasingly necessary because of budgetary limitations faced by our country, but also because the state's role in economic development, from directly player at the referee and regulator.
