Summary/Abstract: In the context of intensive globalization, scientific research in the field of social sciences proposes an explanatory multi- level perspective of the studied phenomena. A key concept belonging to political sciences, yet trans-disciplinarily, is that of „governing“. The theoretical approach of the conceptual and methodological boundaries of this concept and of related notions - government, governance - represents the subject of this analysis. Within the political systems, the governing process is performed mainly at the following levels: local, infra-national, regional, national, European / continental and global. The present study argues for local as a privileged level for thorough research of this social and political phenomenon.
