Summary/Abstract: The health care system in Poland undergoes constant transformation, which is not always associated with its improvement. Institutions of the health services, as well as the patients themselves, are faced with the challenge of continually adapting their position, powers or duties to legislative changes and organizational changes. Systemic risk is the kind of risk that is the result of external forces beyond the control of individuals or organizations, such factors to which the entity which is within its range cannot be controlled. A kind of systemic risk include socio-economic situation of the State, which has a direct impact on reducing the availability of patients to selected health care services and resulting in the exclusion of health. The purpose of this article is to introduce the problem of exclusion in health as socio-economic categories, and to provide testing solutions in other countries, which prevent such exclusion. The research method used in this article was the method of desk research involving the analysis of the literature and conducted scientific experiments.
