The development of technological innovation systems in the world economy: the case if ICT

Summary/Abstract: The main aim of this article is to analyze the functioning of the innovation system of information and communication technologies (ICT), to identify world leaders in this area and to describe development trajectories of the system in different countries. Empirical analysis covers 30 countries that differ in the level of economic development and institutional arrangements – in particular the regulations related to ICT. The development of ICT innovation systems in various national economies was determined using the indicator of Revealed Technological Comparative Advantage (RTCA), which is based on the patent statistics. This analysis allows to identify countries having a technological advantage in ICT. Next, an in depth analysis of the functioning of their technological innovation systems in ICT is conducted. The study confirmed that technological advantages in the field of ICT were relatively stable in the period 2000-2012. The only change that occurred in this period was the strengthening of China’s and Taiwan’s positions in ICT. In the second half of the decade, these countries joined the leaders in the field of ICT. However, the case of China shows that the rapid development of ICT innovation system was mainly related to the supply side; at the same time, there is still a relative underdevelopment of the demand side of this innovation system.
