Summary/Abstract: The paper deals with essential problems and obstacles of the appraisal of public sector infrastructure development projects in the context of structural funds financing. The specific aspects of financial and economical appraisal are also discussed as well as decision taking particularities identified. The author grounds the need and benefits of an investment plan and proposes a preparation scheme for the investment plan.
