Summary/Abstract: Transformation of public administration, associated with the development of civilization, changes in the law, changes in the mentality of citizens, have given rise to a legal analysis of selected forms of action in terms of efficiency. Local government units perform various public functions. For this reason, to increase flexibility in the process of performing these tasks and improve the operation, they use the opportunity to interact with non-state actors. This co-operation is known as the privatization of public tasks. They also cooperate with private entities under the public-private partnership. In addition, they implement the principle of organizational flexibility of the administrative apparatus. Finally, they using systems, tools and methods of quality management. These activities are designed to implement the statutory obligations and improving efficiency.
