District (city) consumer advocate as an entity in civil law proceedings

Summary/Abstract: The essence of civil law proceedings is the two-sidedness based on the relation between two parties under the civil substantive law. However, two-sidedness defined as such is sometimes modified as a result of an interference of the legislator. It is the case if there is a party in the formal sense - an entity in civil proceedings, who is not a party of a relation under the substantive law, relatively an advocate of public interest who acts on behalf of one of the parties of the aforementioned relation.
