Integrated territorial investments as a tool of building the capability of functional areas on the example of Kędzierzyńsko-Kozielski Sub-regional Fun

Summary/Abstract: The main aim of this paper is to identify conditioning and possibilities to apply Integrated Territorial Investments (ITI) in Sub-regional Functional Areas (SFA). In the article K-K SFA are taken as an example. The analysis and estimation are made in the context of regional programming of source documents in current regional policy. Conducted deliberations are based on programme source documents concerning functional areas, which contain K-K SFA. Empirical research contains the period 2005-2012 and is based on chosen quantitative measures which have been acquired from Central Statistical Office and survey research. The analysis points both strong, as well as weak points of the ITI realization in case of K-K SFA. The advantage is the comprehensiveness of operations including supralocal objectives. The disadvantage are not-developed procedures of ITI implementations, including the lack of explicit principles of classifying and financing, which are defined to pursue tasks and also the scope of development activities unsuited to the actual needs of the subregion.
