Summary/Abstract: This study is intended to present the regional social and economic development ofthe Overseas France in the Caribbean America and South America. Despite their integrity with the Republic and European Union such extra-metropolitan departments and regions as: Guadeloupe, Martinique and French Guiana, are classified as the poorest regions in terms of economic development. Efforts are undertaken to build their economic stability and sustainable society through supporting business competitiveness, modernization of agriculture, coexistence of research and business circles and development of the tourist sector. Based on Schéma Régional de Développement Économique, Stratégie Régionale de l'Innovation and putting under analysis selected social, economic, educational and technological projects, the article demonstrates practical utilization of specific strategies throughout the past decade. Through the term strategies" the author understands plans and projects approved and developed during the last decade, which, due to their scope, might only be streamlined in the long-term perspective. Considering that these plans were based on the policy of sustainable development, the publication demonstrates how the idea (concept) can affect pursuing pro-environmental economic activity, shaping the quality of life and social consciousness of the Overseas Frenchmen
