Summary/Abstract: R&D investments are crucial for building the innovative economy. In Poland, R&D activity causes continous problems in coping with challenges of the contemporary development based on knowledge. In this article the author aims to indentify the problematic questions of the R&D investments in Poland, starting from quatifying the deficit in global expenditures on R&D. The most important analyses refer to the problem of the structure of R&D, particularly very low engagement of business in creating knowledge and technology as well as the modest effects of the R&D investments. The analyses show a little progress in R&D structure, but this situation bases generally on the foreign multinationals R&D activity while the domestic enterprises are still relatively passive
