Summary/Abstract: In spite of the relevant progress in fighting the crisis in the euro zone, the economic situation in PIIGS countries is still difficult. Creating bases of the long-lasting growth in the economy requires not only short-term operations taken by member states of the euro zone, but also long-term system changes at the Community level. The study is a monograph on a discussion about directions of reforming the institutional system of the Economic and Monetary Union. In this discussion an answer to the question is one of crucial problems: How to combine the national sovereignty in the fiscal policy with the common responsibility for debts of individual countries? Since the total resignation from the national sovereignty in this field is impossible, at least an increased fiscal responsibility of member states and their market economy creditors should be strengthened.
